Lieutenant Kye Richter is the Watch II Commander. He was promoted to the rank of Lieutenant
on July 15, 2019. He is responsible for the management of Watch II Patrol Operations from 3 pm to 11 pm.
Lt Richter oversees five Sergeants, and 24 Officers, including the Violent Crimes Apprehension Team.
Lieutenant Richter has been with the Waterloo Police Department since February 2004. He has
previously served as an Officer on the Citizen Response Unit, as an Investigator with the Tri-County Drug
Enforcement Task Force, and as a Patrol Officer on Watch II and III Patrol. He currently holds positions in the WPD TAC Team and Firearms Training Program.
In July 2011, he was promoted to Sergeant. His previous supervisory assignments have
included Patrol, the Violent Crimes Apprehension Team, and the Tactical Team.
