On Saturday March 11, 2023, at approximately 6:59 AM consolidated dispatch took a report of a vehicle fire in the parking ramps at 5^th street and Commercial.  Waterloo Fire Rescue and Waterloo Police responded and discovered a van on fire, with an unconscious male inside.  Waterloo Fire was able to transport the male to Unity Point Allen Hospital, were he was later pronounced deceased.  The male has been identified as 30 yrs. old Roger Stoddard of Manchester, Iowa.   Investigation is ongoing.
