On Monday February 3, 2014, the Waterloo Police Department was contacted by the Bettendorf Police Department about a report they received from a 19-year-old female who was being extorted for sex and money. According to the victim, in late September/early October of 2013, a person claiming to work for a modeling agency contacted her on Facebook. The name used on Facebook was "Lucas Phillips".

The victim said she agreed to meet the suspect in Cedar Rapids, Iowa where he took nude photographs of her. They also had consensual sex, which was filmed without the victim's knowledge. The victim was later contacted by the suspect and told if she did not have sex with him and pay him money, he would release the nude photos and sex video on the Internet. On December 23, 2013 the victim came to Waterloo, Iowa to meet the suspect. She said she paid the suspect money and had sex with him, only because of the threats he made to put the nude photographs and sex video on the Internet.

Waterloo Police and Bettendorf Police were able to identify the suspect as Bradley Richard Williams, age 28, of La Porte City, IA. On Tuesday, February 4, 2014 with the assistance of the Cedar Rapids Police  Department, Williams was arrested for Extortion and transported to the Black Hawk County Jail.
