On Monday June 23, 2014 around 8:30pm Waterloo Officers were dispatched to the 400 block of Cherry St. on multiple reports of shots fired. Several subjects were reported fleeing from the area on foot. Around 9:00pm Officers were still in the area investigating the incident when they heard multiple shots being fired from a small caliber handgun or a CO2 powered firearm. Officers observed a black Ford Focus leaving the area at a high rate of speed. Officers also observed the driver shooting at a group of subjects walking in the area of Cherry St. and Independence Ave.
Officers pursued after the vehicle and observed the suspect bail out of the vehicle a couple of blocks away. The suspect ran into 520 Elm St. where he was taken into custody a short time later. The suspect was identified as twenty-year-old Kristopher Darquel Spates Jr. of Waterloo. During the investigation Officers located a pellet gun a short distance from Spates’ vehicle and executed a search warrant at 520 Elm St. Spates was booked into the Black Hawk County Jail where he was charged with interference with official acts, driving while license barred and two counts of driving while license suspended. The incident remains under investigation.
