On Tuesday, October 2^nd, 2018 at approximately 5:45 PM Waterloo Police assisted by the United States Marshals Service, arrested Shoen L. Russell age 48 in the 2100 block of Logan Ave without incident.    Russell was wanted on charges of 1^st Degree Murder in connection with an incident that occurred on August 23^rd, 2018 in Champaign Illinois.  

In order to protect the integrity of the investigation all media inquiries should be made to the Champaign Illinois Police Department.
