On Thursday, March 12th, 2020 Waterloo Police in cooperation with the Des Moines Police Department, Iowa Division of Criminal Investigations, Urbandale Police and the FBI arrested Justina L. Davis age 28 of Urbandale and Kevin Cruz Soliveras age 29 of Evansdale without incident in the Des Moines Metro Area.  Davis was charged with 1st Degree Robbery in connection with the armored car robbery at 3130 Kimball Ave in Waterloo on March 11, 2020.   Cruz Solveras was arrested on Pre-Trial Revocation Warrants.   On March 13th Waterloo Police obtained an additional arrest warrant for Cruz Soliveras for Robbery 1st Degree in regards to the armored car robbery.   Both are currently in custody of the Polk County Jail.  This is an ongoing investigation and no photo will be released of Cruz Soliveras at this time.
