On July 20^th, 2020 at 10:12 PM Waterloo Police responded to a shots fired report in the 2800 block of E. 4^th Street.   As officer arrived, they were notified that a gunshot victim had arrived at Allen Memorial Hospital.  This victim, Cortez Harrison age 15, died as a result of his injuries. Through the investigation into this matter it was deter mined that Andre L. Collier age 33 was involved in this incident and that he was currently located in Texas.  

A warrant was obtained for Collier and he was taken into custody in Haltom, Texas.   Waterloo Investigators traveled to Texas and worked with local authorities to further the investigation.   Collier was taken into custody for Unlawful Flight to Avoid Prosecution and is awaiting extradition to Black Hawk County.

A Criminal Charge is merely an accusation and a defendant is presumed innocent until and unless proven guilty.
