On Wednesday, March 3, 2021 Officers of the Waterloo Police charged Stephen D. Phillips age 28 with 1^st Degree Murder in connection with the shooting death of Terrell B. Flowers.  Terrell Flowers was shot and killed on May 15^th, 2020, in the 300 block of Crescent Place.   Phillips was charged while in the custody of the Black Hawk County Jail.   Phillips had been arrested on May 15^th, 2020 on unrelated Robbery charges and has remained in custody since that time, on Robbery and Probation Violation Charges.  

A criminal charge is merely an accusation and a defendant is presumed innocent until and unless proven guilty.
