On Tuesday, March 21, 2022 at 4:09 A.M. Officers of the Waterloo Police Department were dispatched to 627 W. 2nd St, apartment #4, for a shooting that just occurred. The victim, identified as LaVance Cooper 9/9/1980, was shot once in the abdomen. LaVance Cooper was transported to Unity Point-Allen Hospital where he was later pronounced dead. As a result of the investigation, Dorray Cooper 7/24/1963, has been charged with Murder 1^st and Felon in Possession of a Firearm.  The case remains under investigation and further information will be made in the near future.
