The Waterloo Police Department is asking for the public’s assistance in locating 59-year-old David Theodore Heiple Jr. who suffers from dementia. Heiple is a white male around 5’11in height, weighing 190 lbs. and was last seen wearing blue jeans, dark gray hoodie, black puffy coat and a gray stocking cap.
