On Tuesday, April 26, 2011 at approximately 8:15 PM, Waterloo Police were dispatched to 1027 Lafayette Street on a report of a assault in progress. While responding to 1027 Lafayette Street, police were advised that the suspect had also stolen some items and was running from the scene.

Officers located the suspect at E.10th Street and Sycamore Street. The suspect dropped what he had been carrying and ran towards the Cedar River and jumped in. The suspect was eventually caught near the 18th Street Bridge. He was taken to Allen Hospital for treatment. Following treatment he was released and the taken to the Black Hawk County Jail.

Arrested was Richard Neil Eastman, age 31, of 821 West 8th Street, Apartment B, Waterloo, IA. He was charged with Burglary in the 1st Degree, Possession of Burglary Tools, Drug Possession and Interference. He is currently in jail on a No Bond warrant.
