On January 8, 2011, members of the Waterloo Police Violent Crime Apprehension Team (VCAT) were conducting surveillance on a gang party at 214 Cottage Grove Avenue. At approximately 12:30 AM, a group of rival gang members arrived at the party and shots were fired.

On June 6, 2011, Waterloo Police arrested Larry Earl Phillips, age 18, of 307 Euclid Avenue, Waterloo, IA for firing those shots. Phillips has been charged with Going Armed with Intent, Intimidation with a Dangerous Weapon, Criminal Gang Participation and Possession of a Firearm as a Felon.

He is currently being held in the Black Hawk County Jail on $225,000.00 bond.
