On Monday, December 12, 2011, Waterloo Police received information18 year old Justin Marshawn Ross, DOB 10/09/93 was believed to be in the Waterloo area. Cedar Rapids Police were looking for Ross for questioning related to the November 27, 2011 homicide investigation involving the death of Andre Herron.

Acting on information Waterloo Police secured the area around 323 Fowler Street where they believed the suspect was hiding. Officers made contact with the residence and located Ross inside. Ross was arrested without incident on a material witness warrant with a $100,000 dollar bond.
